It is unlawful for any person, except when duly authorized by a member of the Valley Regional Fire Authority (“VRFA”), or designee, or an authorized city employee, to open, operate, close, turn on, turn off, interfere with, attach any pipe or hose to, or connect anything with any fire hydrant, stop valve or stopcock belonging to the city.

If any person other than an employee or agent of the city turns the water on or off at the city’s stopcock for any reason whatsoever, the city shall cause the water to be shut off. The water will not be turned on again until all the delinquent charges against the property have been paid and until there has been paid an additional charge as described in Section 13.02.290 for turning on or off such water service.
