Any building or structure constructed or made available for human occupation and use for any purpose shall, when required by Section 13.10.040 or this section, be connected to the public sewer of the city before the completion of the construction of such building or structure or before any occupancy or use thereof or (in the event that a public sewer capable of serving that building or structure has not been completed by the city prior to the construction or occupancy of such building or structure) within thirty days after written notification from the city council, as aforesaid, whichever event first occurs.
