Any needed repair to a building sewer or connection to a public sewer shall be made within thirty days after the date of mailing or personal service of a notice by the utility superintendent to the owner of the property served notifying such owner to make such repair. In the event of an emergency, the director may establish a shorter period of time for the repair to be made or, if the owner cannot be located or does not promptly make such repairs, the city may make the repairs under the procedure of Section 13.10.070.
