Old building sewers including septic tank lines may be used only when they are found, on examination and test by the director, to meet all requirements of this article. The owner or his agent shall demonstrate to the director that no connections to such building sewer or septic tank line exist which convey any material prohibited by Chapter 13.18 of this code.
