The city clerk or designee is the utility bill arbitrator. The utility bill arbitrator is authorized to conduct a hearing and decide all utility customer complaints involving billing disputes. The utility bill arbitrator shall review the dispute and make a written determination. Appeals of the determination of the arbitrator shall be made in writing to the mayor. Such appeals shall specify the grounds for the appeal and must be filed within ten days of the arbitrator’s determination. (Ord. 1107-15 § 3).
