The service area established in this section assures a proportional benefit of public facilities to development applicants and establishes a nexus between those paying for the fees and those benefiting from the capital facilities. Because the city’s size allows its park and recreation facilities to provide a reasonable benefit to its entire population regardless of their location within the city, the service area for the park impact fee shall be the entire city of Algona.
