The city planner shall not be considered to be in receipt of a complete application unless and until such time as the applicant meets the requirements of Sections 14.04.030 and 19.12.040, and shall be subject to the following:

A. Prior to approval, a proposed lot combination shall be reviewed by the city planner;

B. The city planner shall approve the proposed lot combination only upon finding that the applicable standards of this title have been satisfied; and

C. The approval of the lot combination shall not be a guarantee that future permits will be granted for any structure or development within a lot affected by the combination. (Ord. 1016-08 § 2).
