Unless applicant grants an extension of time, or the time period for submitting preliminary approval or a denial is tolled, the city planner and city engineer shall have a maximum of thirty days from the date of filing to review the application and proposed preliminary subdivision plat and prepare and submit a written staff report to the city clerk, the applicant, and the planning commission in conformance with AMC 14.04.070. The report shall include the effect of the proposed subdivision upon the public health, safety, and general welfare, and a recommendation for approval, approval with conditions or disapproval of the preliminary subdivision plat together with reasons given therefor. The report shall also include a recommendation as to the extent and type of improvements to be provided in dedicated areas and a preliminary estimate of the cost of these improvements.
