A. Pursuant to the requirements of RCW 58.17.150, the city planner and city engineer shall not modify the recommendations made in the city council approval of the preliminary plat when making recommendations on the final plat, without the consent of the applicant.

B. If the city planner and the city engineer determine that the requirements of this title are met, the city planner and city engineer shall provide certifications required pursuant to AMC 19.20.220 and shall forward a complete copy of the proposed plat to the city council.

C. If either the city planner or city engineer determines that the requirements of this title have not been met, the final plat shall be returned to the applicant for modification, correction or other action as may be required for approval; provided, that the final plat shall be forwarded to the city council together with the determination of the city planner and city engineer, upon written request of the applicant.
