Alteration of a subdivision or any portion thereof shall proceed in accordance with RCW 58.17.215 and all final decisions shall be made by the city council. For purposes of this section, “alteration” shall mean and refer to the modification of a previously recorded plat or short plat, or any portion thereof, which results in the revision of interior lot lines, the addition of new lots or more land, deletion of existing lots or the removal or amendment of plat or lot restrictions or dedications.
