A. The councilman introducing the ordinance shall have the right to open and close the discussion.

B. All councilmen, the mayor, city officials present and members of the public present shall be given the right to reasonably discuss the proposed ordinance.

C. The mayor shall have the right to reasonably limit all such discussion, unless otherwise directed by two-thirds vote of the councilmen present. (Ord. 183 § 5, 1969).
