A. All commissioned full-time police officers will meet all requirements of the civil service commission and become professionally qualified graduates of the police academy and be appointed by the mayor with confirmation by the city council.

B. There shall be a minimum of four reserve officers appointed by the chief of police to relieve full-time officers not available for shift. They shall be placed on pay status only after having completed the reserve academy and meeting the requirements as may be established from time to time by the police chief and the mayor with confirmation by the city council.
