Before making any such sale the chief of police shall cause notice thereof to be published in a newspaper of general circulation in the county for three successive weeks preceding the date of such sale, stating that such sale will take place at police headquarters at a day and hour specified in such notice, and stating the terms of such sale, and the kind of property, as near as may be, and that it is unclaimed or confiscated.
