General administrative offices and departments of the city shall be open for the transaction of business with the public from the hours of 8:00 a.m. to 5:00 p.m., five days per week, Monday through Friday, except in the event of emergency, inclement weather, or as needed in the determination of the mayor or designee, and excepting legal holidays.
