A. Except as authorized by state license and city permit granted pursuant to RCW 70.77.260(2) (public display) or exempt under RCW 70.77.311(2) (use by group or individual for religious or other specific purpose on approved date and at an approved location), it is prohibited, and shall be unlawful, for any person, firm or corporation to engage in the retail sale of, or to sell, manufacture, import, possess, store, use, transfer, discharge or explode any fireworks of any kind in the city.

B. This chapter does not prohibit the use of flares or fuses in connection with the operation of motor vehicles, railroads, or other transportation agencies for signal, warning or illumination purposes.

C. This chapter does not prohibit the possession of fireworks within the city while in transit through the city from a location where their purchase and possession is lawful to a location where their possession and use is lawful; provided, that such transit to and from such locations is continuous and uninterrupted while in the city, and such transit is in a vehicle in which such transit can be safely accomplished; and further provided, that the transit is in conformity with all legal requirements for such transit.
