Notwithstanding anything contained in this code or the ordinances of the city to the contrary, the city adopts the classification of a noncharter code city operating under the concept of a five member city council and a mayor which five member city council is specifically retained as a prior plan, as allowed by RCW 35A.02.040, and in all other respects it shall operate under the plan of government as set forth in Chapter 35A.12 of the Revised Code of Washington endowed with all of the applicable rights, powers, privileges, duties and obligations of noncharter code cities as set forth in Title 35A of the Revised Code of Washington as the same now exists, including, but not by way of limitation, those set forth in Chapter 35A.11 of the Title, and further including any and all supplements, amendments or other modifications of the Title hereinafter at any time enacted.
