The mayor and/or designee using reasonable discretion may determine the size of tap to be inserted into any water main and the size of service pipe under any application or permit; provided, that no service line to the meter shall be less than one inch in diameter and no service meter shall be less than five-eighths-inch by three-fourths-inch.
