Whenever judgment is rendered against any person, firm or corporation finding him guilty of a violation of this chapter, it is the duty of the court before whom the conviction is had, in addition to imposing the penalty provided in Section 13.42.060, to order the defendant or defendants in such fashion to remove such tile or pipe; and if the same is not done by such offender within sixty days, the same shall be abated and removed under the direction of the chief of police or any other officer authorized by the order of the court, which order shall be entered upon the docket of the court and made a part of the judgment in such action; and in the event of any action taken by the police chief or any other such officer, the same shall be at the expense of the defendant and after inquiry into and estimating the sums necessary to defray the expense of such abatement, the court shall enter judgment against the defendant in such amount.
