The charges and fees established by this chapter and any other ordinances of the city council establishing charges and fees for the utility shall be reviewed annually. Subsequent to such review, the public works director shall present to the city council a yearly budget for the utility and proposed amendments to any rates and charges necessary to enable the city to pay all costs to be incurred by the utility.
