A. When not inconsistent with the context, words used in the present tense include the future, words in the plural number include the singular number, and words in the singular number include the plural number. The word “shall” is always mandatory and not merely directory.

B. For the purpose of this chapter, the following terms, phrases, words, and their derivations shall have the meaning set out below:

1. “Building” means a structure designed, built or occupied as a shelter or roofed enclosure for persons, animals or property used for residential, business, mercantile, storage, commercial, industrial, institutional, assembly, educational or recreational purposes.

2. “Building inspector” means the building inspector of the city.

3. “City” means the city of Algona.

4. “Person” means any person, firm, partnership, association, corporation, company or organization of any kind. (Ord. 341 § 1, 1978).
