Vacation or alteration of a short plat may be applied for and approved in the same manner as provided in this title for vacation or alteration of a subdivision. For purposes of this section, alteration shall mean the modification of a previously recorded short plat, or any portion thereof, which results in the revision of interior lot lines, the addition of new lots or more land, deletion of existing lots, or the removal or modification of plat or lot restrictions or dedications.
