Environmental review pursuant to SEPA and the city SEPA policies and regulations is required for a subdivision. The city planner is the SEPA official and all actions by the city in approving a subdivision shall be subject to an environmental analysis or environmental impact statement. In addition to the information required in this chapter, the city may require additional information from the applicant for review under SEPA. Approval of the preliminary plat shall not be given until all applicable requirements of SEPA are fulfilled. If a stream or natural drainage way exists in the proposed subdivision, it shall not be altered until an assessment is made of potential environmental effects and implementation of required mitigation or modifications.
