All contracts and purchases of city goods and services, excluding utilities and ongoing intergovernmental services, shall be made only after a purchase order has been duly authorized and approved. (Ord. 1030-10 § 1; Ord. 911-01 § 1; Ord. 635 § 1, 1989).
