The discount set out in Section 13.41.020 shall be allowed for residential users and/or dwellings receiving water, sanitary sewer, or storm drainage services. The utility services referred to in Section 13.41.020 shall serve a location utilized solely for single-family residential purposes and shall not serve a location utilized for other purposes such as a commercial or industrial establishment.
