The city is authorized to make inspections and take such actions as required to enforce the provisions of this chapter. Authorized city agents may enter onto such land to inspect the same or perform any duty imposed upon the city by this chapter; provided, that the agent shall present proper credentials and make a reasonable effort to contact the property owner before entering onto the property.
