The city may require the applicant to remove or replace illegally placed fill material, restore an illegally graded parcel, implement a landscape plan which has been approved by the Algona public works department or mitigate or correct work that has adversely impacted adjacent or downstream property owners, with all costs borne by the applicant and/or his financial guarantor.
