A. This chapter is enacted pursuant to the Washington State Growth Management Act codified at Chapter 36.70A RCW and at RCW 82.02.050 to 82.02.100.

B. The city has conducted studies documenting costs and demand for new facilities and services. These studies are included in the parks, recreation and open space plan, and are hereby incorporated into this chapter by reference as if set forth in full. The comprehensive plan and all of the related documents are incorporated into the chapter by reference. (Ord. 956-04 § 2).
