A. The fill material will be of a quality which will permit the construction of buildings thereupon.

B. No fill will be approved which contains a substantial amount of decomposable materials.

C. No hydraulic fill shall be permitted unless it is first approved by the city council.

D. No fill permit will be issued where fill elevation will exceed abutting property owners without an approved drainage system.

E. Trucks using access roads over ditches will be liable for any damage to drain tiles and/or ditches. (Ord. 339 § 3, 1978).
